December 10, 2009: General guidelines to state officials who deal with all forms of child-related issues on Juvenile Institutions were launched in Colombo yesterday under the patronage of Minister of Justice and Law Reforms Milinda Moragoda.
The guidelines were set based on a comprehensive research carried out on institutionalized children by the Monitoring and Review Division of the Human Rights Commission.“When I listen to all the experts that speak here, most know more about this subject than I do. What is very clear is that we have very good ideas. But our implementation is poor and I notice in this cover, the words, coordination, cooperation, commitment, consciousness, confidence, compromise. I think we need all this to make what we are trying to do as well,” he said.
